As explained in the PA-RISC/Linux Boot HOWTO:

(section 6.2.3 in particular)

you need a '-PDC-' tagged lifimage/ISO and you want to pass
'console=ttyB0" as a kernel argument to PALO at boot time.

You might search parisc-linux mail list archive for "ttyB0" until
someone has a chance/interest to look at the boot logs. Normally,
I would expect recent kernels on the netinstall ISOs to boot
sans HPPB support.

And you'd get better "support" by posting to the parisc-linux
mailing list instead of debian-hppa.
