problems with debconf

i have some problems with debconf in unstable:
# apt-get install --reinstall debconf
Setting up debconf (1.2.42) ...
/var/lib/dpkg/info/debconf.postinst: /usr/share/debconf/frontend:
/usr/bin/perl: bad interpreter: Permission denied
/var/lib/dpkg/info/debconf.postinst: line 13:
/usr/share/debconf/frontend: Success
dpkg: error processing debconf (--configure):
subprocess post-installation script returned error exit status 1

is this bug known? i mail it to this list since my debian/unstable
installs on i386 machines don't have these problems.

this bug is somewhat annoying since i'm not able to install packages
that depend debconf until it's configured/installed well.
