why would apache not install/configure?

Hi everyone,

I'm having problems with apache not installing/cofiguring, here is the
error I'm getting:

Setting up apache (1.3.23-1) ...
Reloading apache modulesNo process in pidfile `/var/run/apache.pid'
found running; none killed.
failed
dpkg: error processing apache (--configure):
 subprocess post-installation script returned error exit status 1
Errors were encountered while processing:
 apache

dpkg --configure returned error exit status 1.
