HTCondor 9.12.0



I have uploaded the most recent version of HTCondor to mentors.

This version closes many of the Debian bugs.

It also includes changes contributed by Andreas Tille and Alex Waite.

I have lightly tested this on a VM running bookworm and everything looks to be in order.

Could someone please look this over and approve it?
