croup v2 support in slurm



Hello HPC-Team,

while working my way through updating some local HPC systems to bullseye, I
found the following (known) issue:

- limiting resources of slurm jobs to the requested limits requires
  control groups (cgroup)
- from bullseye on, cgroup v2 is used by default system-wide
- but current slurm packages, even those in SID, do not yet
  support cgroup v2

The known work-around is to revert to cgroup v1 via kernel cmdline options,
as also required by bullseye OpenStack [1].

Slurm implements cgroup v2 starting from version 22.05 [2], so I think we
should get at least that version into Bookworm.

I am not experienced with team maintenance of packages yet... how should I
proceed in order to get slurm updated to 22.05 before the bookworm freeze?

I am willing to do the package updating work, but don't want to step on
the feet of anyone who has a stronger affiliation with the slurm-wlm
packages...
