Bug#948008: Please consider packaging PMIx plugin

Dear maintainers,

please consider packaging the PMIx library with SLURM similar to #840404.

At present, only PMI2 support is provided:

$ srun --mpi=list
srun: MPI types are...
srun: openmpi
srun: none
srun: pmi2

(The respective files are
/usr/lib/x86_64-linux-gnu/slurm-wlm/{mpi_openmpi.so,mpi_none.so,mpi_pmi2.so})
