This file is a symbolic link to /lib/systemd/system/slurmd.service that
is managed by the package.

According to systemd documentation you need to add this entry to:
/etc/systemd/system/slurmd.service
or inside a file under:
/etc/systemd/system/slurmd.service.d
man systemd.unit(5) for details.
