Bug#942453: Package conflicts in slurmd, slurmctld and slurm-client

When I build the Slurm packages from the GitLab source some of the same
doc files are present in multiple packages, creating conflicts while
installing. Example with --force-overwrite:

Preparing to unpack .../slurmd_19.05.3.2-2_amd64.deb ...
Unpacking slurmd (19.05.3.2-2) ...

This is because those files are listed in debian/slurm{d,ctld,-
client}.docs. I propose that these docs are included in debian/slurm-
wlm.docs instead. Merge request:
