AFAIK the backports maintainers don't like that or are outright refusing
to do this.

As I understand it, that must be pertaining to a particular security fix
on top of a package that is otherwise backportable, i.e. in testing.

But maybe it does make sense to ask on debian-backports; I seem to
remember a recent discussion about this though so maybe better check the
archives first.
