Reports in opa-basic-tools require root privilege. When executed as non-root user, 
they report a variety of errors accessing the device. Executed as root or sudo,
they work fine. 

This is not the case with other Linux flavors, such as RHEL. Perhaps there is a
rules.d file that is missing?

The utilities in question are located under /usr/sbin. fhs-2.3 section
3.15.1 documents this path as "root-only commands".
