Yes - remapping without external tools, is certainly the easiest to
implement.

However certain functionality is not possible with typical system tools,
and this functionality is only available with kmonad, or other software
like kanata, or indeed in hardware.

Hence the recommendation to include this in Debian, to add new
functionality.
I'm not an expert in Haskell however to do this.
