Forgive my ignorance, but isn't it enabled when hardening flags are
turned on?
DEB_BUILD_MAINT_OPTIONS=hardening=+all dpkg-buildflags --get CFLAGS
-g -O2 -fPIE -fstack-protector-strong -Wformat -Werror=format-security
