it seems that pandoc-citeproc is more than a code copy, but rather a
genuine fork with no immediate plans to merge it back into citeproc-hs.
So I guess we’ll have to package it.

Note hat citeproc-hs has some delicate handling of data file; this needs
to be done to pandoc-citeproc as well.

Any takers?
