Ok, indeed it was there before. I was confused because there is also ./patches/debian-changes-0.12.0-3 which just adds a foul/ directory which looks like a copy of debian/. These patches are created by dpkg-source when you build the package with changes to the upstream file. Usually, I rename them using "quilt rename" afterwards. It seems that debian-changes-0.12.0-3 just adds a foul/ directory which I merged debian-changes-0.12.0-2 into BangPattern.patch and removed the -3 patch.
