what I do is that I run
cowbuilder --login --bindmounts /path/where/all/pkgs/are
and then use this one cowbuilder instance to build all the packages in
one row, e.g. build one, install result manually (debi or dpkg -i ...),
build the next package.

There are other ways involving local package repositories etc., but I
found this the simplest way if you need the new package only once or
twice.
