My guess would be that haskell-text with it's arch all package was
uploaded over 24 hours before mipsel uploaded it and tried to build
haskell-hstringtemplate.  The arch all package would then be removed
from the buildd queue on ftp-master.  The Packages file for mipsel
would also not include it, because they now get generated to
include only the arch all package with the same version as the
arch any package.  So the buildd can't see the new arch all
package until the next dinstall.
