RFS -- several packages in Darcs

Hi.

Continuing my efforts to eventually package Haskore, I've added three
more packages

haskell-explicit-exception
haskell-data-accessor
haskell-utility-ht

Please review them and let me know if I need to fix anything before they
can be uploaded.

FYI, Haskore used to be a _big_ library that got split in several small
utility libraries. There are about a half-dozen build-deps on top of
these three (plus haskell-non-negative and haskell-transformers).
