I'm not sure that a package without an upstream is something we want to support. And there are very few users listed by popcon (not that I think this should be a criterion for removal on its own — the same reasons would apply to Agda ;). If we are separately considering removal then I think we can take this into consideration though).
I doubt that there are many users any more. We provide alternatives as well.
