Spoke too soon. Trying to compile haskell-regex-base which tries to
build a Buhs version I get:

   Building regex-base-0.93.1...
   Registering regex-base-0.93.1...
   hlibrary.setup: --inplace is not supported with Hugs
   make: *** [build/libhugs-regex-base] Error 1

Looks like we need to special case it for Hugs there.

Ripping the hugs section out of the debian/control file and regex-base
compiles fine.
