the quoted code only works if upstream’s cabal file supports a
"threaded" flag, so per-package intervention is required anyways.

IMHO, Cabal should do this automatically, e.g. detect if no threaded
runtime is available and then remove the -threaded flag from the command
line.

exactly... not enough developers on strange architectures, I guess. But
feel free to push the issue there :-)
