Debian seems to be moving towards, and while teams are of course free
to choose a different one if they so please, I would personally

We can use DEHS if we have good watch files to keep track of our
upstream version synchronisation, which is the major benefit of the
PET IMO. I don't know that PET works for anything other than svn,
anyway?
I don't have a good answer to the forwarding patches problem, except
to suggest that it would be prudent to have a separate copy of the
upstream repo and to darcs send from that anyway. This mean that you
can't cherry-pick, but I don't think it's such a big deal.
