Anyways, the policy describes the common procedures, and by using a native Debian package for a non-debian-specific package you are diverging anyways from the the common procedure :-). Being the Haskell team, I guess it will be either Darcs or, if considered not reliable enough, git. But you are right, first we should get haskell-devscripts in shape.
