Bug#1114613: fldigi uses commas instead of dots for frequency when using Polish language (API and ADIFs)

Dear Maintainer,

when using fldigi with Polish locale (probably affects other languages using comma as number separator)
it is using commas instead of dots for frequency marking. That creates a problem with logging program with API which expects to receive frequency with a dot.

Happens also on Debian Stable (trixie).
