As that appears to be a part of TCL/Tk (I can read the wish(1) man page on Bookworm), the dependency seems to be met. The IC-R2 doesn't show in Hamlib's rigctl model list and the README talks about memory channels which Hamlib lacks a lot of support for. I see that it is a small HT style receiver, probably more of a scanner than a VFO tuned radio.
