n8jja/Pat-Vara for VARA software modems

Hi Debian Hams,

I am packaging version 0.13.0 [1] of the pat Winlink client, which among
other improvements now has support for VARAHF and VARAFM [2].  We can
either create a package for n8jja/Pat-Vara or patch support for it out
of the pat build.

If there are users of VARA, please speak up and I will go that route.
(But I wanted to coordinate on-list before going to the effort to have a
package go through NEW for a feature that maybe no one will use.)
