Bug#1017439: gr-satellites: Dependency missing tnc_nx

According to

$gr_satellites --list_satellites |grep -i mobitex

there are 13 satellites that need this module.

>From them, AMGU-1, BEESAT-9, D-STAR ONE, D-STAR SPARROW, DEKART, JAISAT-1,
SOKRAT (total 7) are currently active.

The main problem is that the current status of gr-tnc_nx

https://github.com/daniestevez/beesat-sdr/tree/maint-3.8

works only on gnuradio 3.8, which is only available in Bullseye

For gnuradio 3.9 and 3.10 there is an open issue on gr-satellites github page:

https://github.com/daniestevez/gr-satellites/issues/238

I do not know how this can be resolved as there should be a new package
introduced directly to stable.
