I think upstream is really trying to get 2.3.0final out before the
timer elapses, which will leave enough time before the Bullseye
freeze. But the timing will leave a window where Bullseye users will
have a dysfunctional package, so we should probably do an urgency=high
upload now with rc3.

Will do that shortly.
