Just proceed anyway. NEW is slow enough, and if you upload now, there
are chances that all the packages go through in one batch.
Also, you'll need to re-upload everything anyway because the NEW
upload contains binaries which prevent the testing migration, so there
is a natural chance to get CI "all green" by then.
