I didn't reproduce /any/ build failure of gr-hpsdr in my sid environment. 
But since it was using gcc-9 to build, and it didn't fail to build with a
gcc-9 problem, I was confident that this bug was fixed; and if there are
other problems, I think they should be separate bug reports.
