I'm doing some work on the aprx package to update it and found this bug.
I just did a build and indeed I don't see SSL being compiled in, however there's
an option for the 'configure.in' script for --with-openssl[=DIR] (requires
OpenSSL >= 0.9.7) to optionally include OpenSSL support ... which right now
seemingly isn't used.

The INSTALL file in the source in section 0) states that the source has no
prequisites other than standard libc ... but near the end has a list of
instructions at the end specifies that those compiling for Debian should include
libssl-dev, but then the call to 'configure' doesn't use the --with-openssl
option.  I don't see anything in the manpage, aprx-manual, or
aprx-requirement-specification documents that would indicate where SSL could be
used.

So best I can tell it looks like Build-Depends on libssl-dev and Depends on
openssl can be removed. at least for this version of the package.
