Bug#898131: fbb: xfbbC lost ncurses support after rebuild

In ncurses 6.1+20180210-1, the libncurses5-dev and libncursesw5-dev
packages had been merged into a single libncurses-dev package. In fbb,
this has the rather strange and undesirable effect that the configure
script fails to properly detect support for either ncurses _or_
ncursesw:

Clearly "checking for working ncursesw.h... no" is broken, and later
