In Ubuntu, we've begun the transition from python3.6 to python3.7, which in
the first stages involves enabling python3.7 as a non-default, supported
python3 version.
The soapysdr package build-depends on python{,3}-all-dev, but does not build
for any but the default version of python2 and python3.
Attached is the patch I've applied to Ubuntu, to change the
build-dependencies to python{,3}-dev, which avoids this package
unnecessarily being targeted for rebuilds. You may wish to consider
applying it in Debian.
