Justification: breaks build dependencies

Hello!

src:gnss-sdr has a bogus build dependency on libc6 which is not
allowed for two reasons:

 a) libc6 is not the correct package required for building
    gnss-sdr, libc6-dev would be.
 b) libc6-dev is also pulled in through "build-essential"
    which is always present during build.

Please remove "libc6" from Build-Depends completely. It blocks
the build on multiple architectures like alpha, kfreebsd-* and
hurd-*.

Please refer to Debian Policy, section 7.7 [1].
