It's in Subversion. You can get commit permissions by joining the Debian
Documentation Project:

You can also submit patches on the mailing list
debian-hams@lists.debian.org and I'll integrate them. (You can not
currently submit via the BTS, but you will be able to once this is in
the archives.)
