If you're on Facebook, there's an excellent QRP community there (https://www.facebook.com/groups/qrpradio/) which is very active and has almost 5000 members. Quite a few of them are into Linux SDR technology (as evidenced by recent discussions). They'd be happy to give you advice, I'm sure.

Sounds like GNURadio, Quisk and Linrad potentially support this with no
problem - so you probably don't need Winlink at all.

Putting Softrock Linux into Google gave some promising links, at any
rate - though a couple of links were dead, there was a link to a newer
page with some info.

This is _low_ power - so you might also want to talk to the QRP
folks for hints and tips. Best quality antenna and, potentially,
an acceptance of relatively limited range.
