Bug#818217: xastir: Jasper removal

Hello Mortiz,

Just curious, if it works why kill it off?  It appears to be a dependency on quite a few packages so they 

must have figured it's capabilities were good enough to use.  Sure it may be unmaintained but if it 

"ain't broke, why fix it"?
