The PDFs are built from a Word document. I don't see that it is reasonable to generate PDFs from a Word document as part of the package build process, as I imagine that's probably going to end up with build dependencies on OpenOffice.org or similar.
This is true, it makes no sense to rebuild the PDFs during the build process. Nevertheless the Word files are the source for them and such they should be at least available in the source tarball.
