If you refer to the guidelines for sponsorees provided by Petter, yes,
but I think Xastir is not orphaned. 

The current maintainer for Xastir is the Debian Hams group.
I'm also a new member of this group and I'm not a Debian Developer
myself; I don't know if Xastir is actively maintained here.

There's a bug report on Debian BTS quite old about new version 1.9.6 and
1.9.8, I don't know if the reporters are in your group.

I think this list is the correct place to start. Probably someone else
knows better than I about this ;-)

I can't really help because I barely used Xastir, I'm not familiarized
with it's source code and I lack the time to study it right now.

Are in your group a programmer who already knows how to make a deb
package? If so, point him to this site:

I think he should read the bug reports for xastir too:

That should be a start point for him.
