There's no fldigi package in etch - it was added to Debian after etch's
release.
I have made unofficial packages for etch, but I don't have any way to
compile them for powerpc. If you want to compile them yourself, there's
source at
http://people.debian.org/~hamish/fldigi-etch/
(although it's not quite the latest version currently).
