TLF not changing RST

Has anyone else noticed that TLF 0.9.23-3 does not change the RST reports
as mentioned in the docs?  I put the CHANGE_RST parameter in the
configuration file (which is supposed to allow changing the RST with the
page-up and page down-keys).

I have a fix that works for me - looks like the feature was partially
implemented (the code that parses the configuration file was not updated
to include this option).  If no one else has a fix already, I'll make a
diff and send it to the BTS.
