Well, what should debian-hams be for? Debian Packages for radio amateurs, 
something that deals with Debian and/or amateur radio. Or only free software 
for ham radio if there is a debian package ....?

The main reason wyh I choose  the debian list for my announcement is it's 
popularity. Since I announced the howto the first time more than 300 people 
downloaded it. However: I got no response at all, no clue how many read and 
adopted the howto.

I totally agree to this. But sometimes, when there is no acceptable 
alternative .....
However: because I don't use EchoLink at the moment and because I belief  
version 1.0 is every usefull information I change my focus to other projects.
