Looking at the changelogs, ax25-apps was first released as a Debian
package since 4 Jun 1999.  The changelog for the current version of
icecast-client is incomplete (which should probably be a violation of
policy itself), but the original version indicated that it was released
on 11 Feb 1999, which is prior to ax25-apps.

However, ax25-apps is the successor to ax25-utils, which has been
included in Debian since the buzz release 1995.

Listen was also contained in ax25-utils so at the time icecast-client
was released, it was in violation of policy in this regard.  Of course
ax25-apps would also have been in violation, unless Replaces had been
used (Conflicts was used, and is more appropriate than Replaces in
this case so there would have been no overwrite problem, however).  I
don't know if this area of the policy manual was any different in 1999.

Therefore (IMHO), the bug should be reassigned to icecast-client and
listen should remain as-is.
