Can LINUX soundmodem do PSK1200?

People have expressed interest in APRS and/or digipeating through 1200 bps
packet satellites. Can 'soundmodem' decode this? If not, what would it
take to make this work? There exists code already for PSK4800, so bandwidth
isn't an issue. I have some knowledge of DSP programmer (albeit more from
the standpoint of music than speech or other applications), and having
been kernel hacking practically since UNIX first appeared on the 'Net.
