Now that gnome-shell 40 is in testing, I think it might be time to do
the libgweather transition.

I believe the necessary changes are:

  Adjust Breaks to make sure everything mentioned below gets in

* https://salsa.debian.org/gnome-team/evolution-data-server/-/merge_requests/4
  Backport libgweather support from experimental, while avoiding starting
  the e-d-s transition

* https://salsa.debian.org/gnome-team/gnome-panel/-/merge_requests/2
  Force gnome-panel to be on the "new" side of the transition, so we can
  have a versioned Breaks on older versions

* https://salsa.debian.org/gnome-team/gnome-applets/-/merge_requests/2
  Force gnome-applets to be on the "new" side of the transition, so we can
  have a versioned Breaks on older versions

* https://salsa.debian.org/wmaker-team/wmforecast/-/merge_requests/4
  Update wmforecast to the version from experimental
  (requires non-GNOME-team action or NMU)

* https://salsa.debian.org/gnome-team/gnome-calendar/-/merge_requests/1
  Update gnome-calendar to the version from experimental

... and a binNMU of gnome-settings-daemon, after the new libgweather is in
unstable, would be nice but is not required.

GNOME team: any last-minute objections?

Release team: please let us know when we can go ahead.
