I think it's a feature. :)
I ported menu-editor[1] back to Python 2.3 and make a deb package. You
can get it at http://chinese.alioth.debian.org/menueditor/. Since this
application isn't very mature, you'd better to read and search in its
forum[2].

Please retrieve two deb files, gnome-applets and gnome-applets-data,
from http://pkg-gnome.alioth.debian.org/debian/pool/g/gnome-applets/.
And then, install them by dpkg. It seems that pkg-gnome's Packages.gz
wasn't updated.
