Know feature see #220231. How to reproduce ?

gconftool-2 -s -t bool /apps/nautilus/preferences/show_desktop true

Logout/login you lost the background.

gconftool-2 -s -t bool /apps/nautilus/preferences/show_desktop fase

logout/login, the background is back.

Solution ?

Write the above in gnome-control-center README.Debian file.
