Moving the translation data to the "main" package would lead to a situation where the binary for an arch contains a big chunk which is also in the package for another arch. The -common, -data and -doc packages are Architecture: all. They are built once and stored once. This saves space on the mirrors and (sometimes, when the build process for this data can be separated from the build process of the binaries) lowers the load on our buildd machines.
