"will" - this implies that it will happen in the future, but not at
present.

Not yet. Galeon and epiphany upstream still both recommend using
mozilla. There have been no messages about GRE on the galeon-devel ml,
so I assume it is not yet in a state to be used by anyone other than its developers.

Rather than shedding a dependency, it would be changing a dependency
from mozilla to gre. In terms of testing, it would probably make things
worse since it would be far harder to find out which bugs are gre's
fault than it is currently.
