The problem is that the keybinding settings are set via a GConf configuration value. That configuration value is not read and used unless gnome-settings-daemon is started. This program would normally start if you were using GNOME, and it is also what is changing your backround. Your bug really is, "I can't set my keybindings wihtout start gnome-settings-daemon." This is definitely not a bug in galeon, but I am not quite sure which package it is a bug in. Maybe gnome-control-center, since it contains gnome-settings-daemon?
