gdm doesn't read /etc/environment. It reads /etc/profile. You've got to
set LANG there. "/usr/bin/gdm" is only a script:

test -f /etc/profile && . /etc/profile
exec /usr/bin/gdm-binary "$@"
# fallback, use PATH
